Randall L. Rosengarten "R.L." - P.E., REM, CEA, President

 

Oversees RSA and provides the capabilities necessary to perform environmental engineering audits, permit designs, and agency negotiations for clients with potential chemical contamination problems regulated by state or federal RCRA, TSCA, CERCLA, SARA, or other environmental statutes. He has more than 25 years of experience in the waste management field, performing as on-scene-coordinator for an EPA/TCEQ Superfund site clean up, assistant project manager for a Superfund remedial design, chief design engineer for six commercial hazardous waste landfills, PRP representative for a major semi-conductor manufacturer at a CERCLA site involved in litigation with the EPA, and manager of numerous RCRA Closure Plan designs, Part B permits, and facility audits. He has worked at finding disposal options for a major chemical manufacturer as well as performing as District/Facility Manager for a major commercial hazardous waste disposal operation. During the past year, Mr. Rosengarten has supervised a major RCRA closure using the TCEQ Risk Reduction Rules. Mr. Rosengarten holds a B.S. degree in Chemical Engineering and an M.B.A

Anthony G. Horton " Tony" - P.G., Vice President

 

Has 24 years of experience in the field of environmental geology. He has been involved in technical investigations at industrial sites, electrical generating plants, solid and hazardous waste disposal areas, and hazardous waste generating facilities. He has designed and implemented soil boring programs, geophysical surveys, and soil gas vapor studies to collect data for interpretation of existing geologic and hydrologic conditions and to define the extent of potential contaminants. The evaluation of these investigations has involved the identification of soil and groundwater systems potentially contaminated with hazardous materials from RCRA regulated units. In the past three years, he has installed more than 120 monitor wells in early detection, contaminant monitoring, or extraction networks. Mr. Horton has conducted aquifer characteristic studies to determine the rate of groundwater flow and evaluate potential movement of groundwater contaminant plumes. He has completed these studies to assess future impacts on groundwater quality and select possible remedial actions. Mr. Horton has designed and installed extraction systems which are currently removing listed hazardous constituents from impacted media. Mr. Horton has also supervised source removal actions including the first clean closure of a RCRA unit in the state of Maryland and completing one of the first RCRA closures in Texas under the TCEQ Risk Reduction Rules. Mr. Horton holds a B.S. degree in Geology.

Carl A. Teinert - P.G., CAPM, Associate

 

Has 31 years of experience in water resources and environmental investigations. He has participated in a wide variety of investigations addressing such issues as petroleum storage tank (PST) closures and remediation, hazardous materials, groundwater protection, pre-purchase environmental assessments, drought management, and water conservation. In these projects he has conducted field investigations following risk-based assessment procedures, conducted data and information research, analyzed issues, formulated and evaluated alternative policy considerations, designed and installed remediation strategies, participated in public information and education activities, managed interdisciplinary study teams, and been required to offer expert testimony at trial. He has extensive experience in preparing project reports, testimony, ordinances, manuals, public information materials, and workshop programs. Among Mr. Teinert’s recent project achievements are the closure of a pipeline release site through deed recordation and establishment of a plume management zone. At another pipeline release site, he is currently supervising the on-site excavation, treatment, and replacement of more than 10,000 cubic yards of impacted soil. For the groundwater resource at this site, Mr. Teinert is working to establish a plume management zone. Mr. Teinert is a registered professional geologist and TCEQ-registered corrective action project manager. Mr. Teinert has an M.S. in Community and Regional Planning (environmental analysis emphasis) and a B.S. degree in Geological Sciences.

Charley M. Montero - P.G., REM, Associate

 

Has more than 22 years of experience in the fields of hydrogeology, environmental geology, and engineering geology which include the investigation, evaluation and assessment of contaminants in the subsurface, and characterization/development of groundwater resources. He has participated in numerous site investigations to determine the transport and fate of potential contaminants in the subsurface. These investigations include the implementation of soil boring programs, the design and installation of monitor well networks, the use of geophysical methods to assess contaminant distribution and stratigraphy, and the evaluation of aquifer hydraulics and soil parameters. In addition, Mr. Montero has assisted in the development of several remedial action alternative assessments and corrective action plans. Mr. Montero has completed numerous industrial facility, multi-media audits, and Phase I, II, and III environmental site assessments for real estate transactions. He has also participated in site audits across the country to verify whether facilities are in compliance with state and federal regulations. These have included, but were not limited to, reviewing hazardous waste management practices, environmental impact statements, and compliance with federal regulations as SARA, RCRA, CERCLA, CWA, and SWDA and state risk based regulations (i.e., Texas Risk Reduction Program, Louisiana Risk Evaluation/Corrective Action Program, various Voluntary Cleanup Programs). Mr. Montero holds B.A. and B.S. degrees in the Geological Sciences with minors in chemistry and zoology.

Jon W. Greene - P.E., Associate    

 

Provides technical and regulatory support for air permitting projects, compliance audits, emission inventories, and air dispersion modeling reports. He also provides project support with SPCC and stormwater permitting and planning, hazardous waste permitting, and annual compliance reporting (Tier 2, TRI, compliance certification, pollution prevention, etc.). His thirteen years of state and federal permitting experience supported projects within nine states serving aggregate crushing plants, petroleum loading and storage facilities, metal foundries, plastics processing plants, and railcar cleaning and coating facilities. Mr. Greene has also provided support in environmental site assessment reports. He has a B.S. in chemical engineering and received his P.E. certification in June of 2010.

Ian H. Moede - P.G.

 

Has experience collecting and interpreting geologic and hydrogeologic data, groundwater gauging and sampling, specifically low flow. He has participated in the design, installation and maintenance of groundwater remediation systems including groundwater oxygen injection (iSOC). Mr. Moede has knowledge of several incorporated administrative districts environmental permitting practices which assisted him in his technical writing and associated field work involving environmental, geologic, civil and wildlife surveys and reports. Mr. Moede is proficient with ESRI ArcMap, including data procurement, spatial analyst, integration with GPS and creation of new shapefiles and databases. Mr. Moede holds a B.S. in Environmental Geology and Hydrogeology and Certification in Elements of Computing.

Ralph D. Wynn - P.G., CAPM

 

Mr. Wynn has 14 years of experience in the environmental and petroleum industries. He is familiar with aspects of environmental geology as well as petroleum exploration and production. His environmental qualifications include all aspects of the Petroleum Storage Tank (PST) program including hydrocarbon assessment, excavation of contaminated soil, and remediation system operation and maintenance. Mr. Wynn has additional experience with the Texas Public Drinking Water program where he holds a Class C Ground Water Treatment Operator’s License.

Robert G. Reina - Staff Geologist

 

Has 14 years of experience in the environmental industry as an environmental geologist and a task manager. His background has been in both applied and theoretical aspects of environmental investigations. Mr. Reina’s experience includes contaminant investigations using geophysical instruments and soil gas surveys, environmental assessments and records review, environmental monitoring programs, and remedial actions which have included excavation of impacted soils and groundwater pump and treat systems. Mr. Reina is fluent in Spanish, and has conducted project work in Mexico and South America including site evaluations, collection on water and soil samples, and water well construction supervision. Mr. Reina has a B.S. in Geology and is a candidate for a M.S. in Environmental Geology.

Ernest Vela "Ernie" - Senior Technician

 

Has extensive experience in leading soil and groundwater remediation teams where his duties have included surveying and construction of groundwater recovery systems. He has experience in industrial source sampling methods and techniques. Mr. Vela is responsible for the mobilization of field sampling equipment and supplies. He also participates in the collection of data from field sampling events, generates monthly O & M tables and manages subcontractor relationships. Prior to joining RSA, Mr. Vela managed a diesel truck and automotive full service repair business. Mr. Vela is skilled in troubleshooting and repairing mechanical, electrical, pneumatic and plumbing systems. He has considerable experience in implementing and managing groundwater recovery and treatment O & M systems. Mr. Vela provides assistance with coordination of waste disposal issues, prepares profiles for new wastes and generates manifests and other shipping documents. Mr. Vela has received certification from the National Spill Control School for the 40-Hour OSHA/RCRA Safety Training. Mr. Vela also has met the specifications of Federal Reference Method 9 and qualifies as a visible emissions evaluator.
